The program is called injstar. It plays videos as a wallpaper (same like DreamScene in Vista Ultimate) without VLC. You can set up playlists, repeat playlist, start on windows boot, kill the sound, change the speed of playback. By hitting f1, you can have it change from the background pic, to the background in file explorer, word, etc..
